The City of Council Bluffs actually has two curfew ordinances. One ordinance is for minors and the other is for parents.
First the minors, city code 8.18.040 - It is unlawful for any minors to be upon the streets, sidewalk, parks, playgrounds, public places and vacant lots, or to ride in or upon, drive or otherwise operate or be a passenger of any automobile, bicycle or other vehicle in, upon, over or through the streets, or other public places between the hours of twelve a.m. and five a.m. within the city of Council Bluffs.
Second the parent’s, city code 8.18.050 - It is unlawful for the parents of a minor to knowingly permit or allow such minor person to violate Section 8.18.040.
Exceptions city code 8.18.060 Exceptions. The provision of the chapter do not apply to:
(1) A minor accompanied by his or her parents; or (2) A minor traveling to or retuning from;
(a) Employment,
(b) Religious, political, economic or cultural assembly, or
(c) Legitimate parentally approved errand; or
(3) An emancipated minor; or
(4) A married minor; or
(5) A minor traveling interstate for a lawful purpose with the consent of the parent; or
(6) A minor on the sidewalk in front of his or her parent’s home, with the permission of his or her parent; or
(7) A minor on the sidewalk in front of the home of someone else, with the permission of his or her parent and the permission of the abutting property owner of the sidewalk the minor is on.
