CP Time (aka “colored people’s time") is an inside reference within the black community on the tendency of black folk to show up late for just about anything.
Usually abbreviated to C.P.T. - meaning clock-challenged, is often used by colored peoples to describe habitually tardiness.
In recent New York City Mayor Bill de Blasio's joke, the excuse for his taking so long to endorse Hillary Clinton was him running on "C.P. Time," except in this case, he explained, it meant "cautious politician time." - NPR.org.
Other ethnic groups have their own versions. Baratunde Thurston, in his blog Black History Month: An Explanation of CP Time by Your Very Delayed Guest Book Editor said that he's heard of “India Standard Time” as well as the the more specific “Africa Time.”
