Weight watchers plus points in sugar?

According to Weightwatchers.com, 2 tbsp of sugar has 2 PointsPlus values, 1 cup of packed light brown sugar has 23 PointsPlus™ values and 1 cup of unpacked light brown sugar has just 15 PointsPlus values.
