Not Legal Advice: Yes. As per UT Admin Code R81-7, no person under the age of 21 years may enter a state liquor store unless accompanied by a parent, legal guardian, or spouse that is 21 years of age or older.

In Utah, alcohol sale of is controlled by the state. On-premise sale of liquor is allowed by restaurants from noon to midnight and beer from 10am to 1am. Private clubs can serve liquor the same hours as beer is allowed for restaurants.
